Who makes this?

It’s designed and built in the UK by a 997.1 owner. It started with off-the-shelf components and custom wiring looms and has moved to a bespoke PCB — the CANBUS decoding, interface and firmware are all developed in house. The design goal from the outset was that it should be genuinely plug and play.
